Overview
Human development is about putting people first. Implementing a Human Development Strategy explains the basic concepts of human development and explores the policy implications of this new approach. It is argued that investing in people can yield as high a return as investing in machines or in the development of natural resources. Moreover, an emphasis on human capital formation can help to ensure that the benefits of development are equitably distributed.
