In this collection of essays written by university and other special librarians (most are reprints culled from the library literature from the early 1980s to 1994), the focus is on the long overdue application of Total Quality Management (TQM) principles in libraries, with an emphasis on the operational culture change that determines the individual institution's success with the TQM commitment. There is frequent repetition as each writer hashes out similar introductions, review of the literature, etc. Nevertheless, this is an excellent sourcebook on the application of quality in libraries, and the annotated bibliography will direct readers to other recommended sources for further learning and use. These authors have done their homework well and provide a useful tool for all librarians, especially those who may still not understand that quality is indeed their responsibility.
