Because this collection of essays from a 1984 seminar includes such authorities as Helmut Sonnenfeld, Paul Warnke, and Roger Fisher, it should be widely read. But the ``lessons'' are less surprising than the many obstacles to reaching an agreement. Herbert York's essay, for example, details opposition within the U.S. administration to a Comprehensive Test Ban Treaty with the USSR. No contributor offers comparable insight to Soviet decision making, but the collection succeeds by bringing out original observations from a variety of negotiating contexts.
