Peter L. Hays is director of the U.S. Air Force Institute for National Security Studies, Brenda J. Vallance is associate professor and deputy head in the Department of Political Science, and Alan R. Van Tassel is deputy director of the U.S. Air Force Institute for National Security Studies, U.S. Air Force Academy.
