The 96 papers by contributors from 18 countries provide information helpful in designing steel structures that will better withstand earthquakes. The overall themes are material and member behavior; connections; codification, design, and application; base isolation and energy dissipation; global behavior; performance-based design and momentum-resisting frames; and findings from the SAC program, which was funded by the US Federal Emergency Management Agency to determine the causes of the damage to steel moment frame buildings during the January 1994 Northridge Earthquake. Particular papers consider such aspects as member response to strong pulse seismic loading, and the influence of loading asymmetry on the cyclic behavior of beam-to- column joints, serviceability and stress control in the seismic design of steel structures.
