Overview

For the British example in a Paris-based study of urban violence and insecurity in European cities, Joly chose Birmingham, and found it to be a moderate city with a relatively low level of violent incidents in the 1990s as measured by the overall study's criteria. However, he noticed that the level of high level of insecurity people felt all out of proportion to actual violence, and discovered that a number of government initiatives to deal with violence specifically targeting young African-Caribbean males. He focused his study on the group, using the methodology of sociological intervention as developed by Alain Touraine to see what they thought and did about that. He does not provide an index.
