Synopsis

This is the f1rst report on a two-year study of the political and social impacts of the Community Development Block Grant program, which was established by Title I of the Housing and Community Development Act of 1974. It was prepared by Richard P. Nathan, Sarah F. Liebschutz and Milton D. Morris of the Brookings Institution and Paul R. Dommel of the College of the Holy Cross, based on research conducted by them and by thirty-four field research associates across the country, who served as observers of local community development programs.
