The chapters of the book are based on papers given at a symposium organized by the Universities of Bristol and Hannover in 1997 to celebrate the 50th anniversary of twinning between the two cities.

Randall Smith is Reader in Policy Studies at the School for Policy Studies, University of Bristol.
