Democracy, says De Wiel (political science, U. of Northern British Columbia), is neither the movement toward united self-government in which equality is the highest value, nor about preserving the freedom of individuals. Inspired by the work of Isaiah Berlin, he describes it as a contest of values in which equality and liberty, like justice and fairness, are ultimate ideals, but none supreme because they conflict.
