Synopsis
As an alternative to instrumental rationality and mechanistic management theoriesreflected in the U.S. No Child Left Behind Act which is not cited, Woods (applied research in education, U. of the West of England, Bristol) re-frames "democratic leadership" by shifting the emphasis on individual power to distributed leadership, accountability, and resources. The author explores institutional, cultural, and social factors in several models of democracy. He is cautiously optimistic about the implications of the developmental model of democratic leadership for school reform, despite the challenge of balancing freedom and system obstacles to change.
