Synopsis
Hawke (law, De Montfort U., England) explores the dynamic that drives the development of European Community policy, its further development into Community law on the environment, and its final realization in the national law of each member state. Britain is his main concern, but he also looks at the experience of implementation and enforcement in certain other member states. He pays special attention to the usually elusive line that divides Community law and policy on the environment from those areas of law and policy in which member states do not owe their authority to the European Community, for example economic instruments.
