Overview

Why do some states enact stronger pollution control programs than do other states? More importantly, do these stronger pollution control programs have identifiable impacts on environmental quality in these states? This book addresses these questions using a unique combination of data, methods, and theory from the natural and social sciences. Further, it evaluates the limits and future prospects of pollution control policy, and provides a series of recommendations for improving the effectiveness of environmental policies.

An outgrowth of the author's Ph.D. dissertation (U. of Wisconsin), this volume describes in some detail the role that states play in environmental policy, and provides a rigorous empirical investigation into the causes and consequences of state air and water quality regulation. The introduction discusses the state of knowledge regarding environmental policy, or the questions that previous work in this policy area have left unanswered. Paper edition (204-4), $25.
