Following a series of eight meetings of a group of environmental and trade policy experts (including the author), Runge offers his own examination of the issues. His book is meant to educate, not propose solutions to the clash between proponents of expanded trade and environmental protection; the two sides are not, he maintains, necessarily mutually exclusive. Nor does Runge offer this as the last word on the topic; he lists other titles in his preface (e.g., U.S. Congress, Office of Technology Assessment's Trade and Environment: Conflicts and Opportunities, 1992) that will give the reader a more thorough understanding of this debate. Runge's contention is that the two sides can coexist, but only if politicians spend some considerable time educating themselves. For business collections.-Lisa K.
