On the worldwide, often clandestine, frequently illegal dissemination of VCRs and cassettes. The authors discuss futile attempts at control and conclude even the most severe of these to be almost totally ineffective. The book concludes that, at least for the time being, a sort of de facto global media decentralization has been effected for the first time in history. Strategy, in a global political sense, refers to the direction of diplomacy and armed force toward political ends in international relations. The focus of this volume, however, is on the perception of relations rather than relationships themselves--the conceptualization of world affairs and the premises of action in fluid power situations.
