YA-- Pemberton expresses his opinion that Truman's containment strategy against the Soviets was misguided and put the U. S. in a permanent state of cold war with the Department of Defense, the CIA, the National Security Council; and with NATO consuming the executive branch's attention and thus neglecting domestic programs. In this well-documented, moderately difficult book, Pemberton writes that Truman made decisions hastily and failed to assess the total effects of his governmental actions. Differing opinions can be found in W. Issacson and E. Thomas' The Wise Men: Six Friends and the World They Made (S. & S., 1987) and A. Stephanson's George Kennan and the Dilemmas of U. S.
