S. in a permanent state of cold war with the Department of Defense, the CIA, the National Security Council; and with NATO consuming the executive branch's attention and thus neglecting domestic programs. In this well-documented, moderately difficult book, Pemberton writes that Truman made decisions hastily and failed to assess the total effects of his governmental actions.
