Overview
Since the inauguration of the Homeland Security Act of 2002 "providing for the common defense" has taken on a new meaning as intelligence-gathering, border defense, computer security and disaster response come together in a single super-agency. This describes the many elements that make up the homeland security and emergency management functions of local, state and federal governments, starting with relevant legal aspects and proceeding to FEMA and its changing priorities since 9-11, the National Response Plan and the National Incident Management System, local governance, new partnerships among government, the private sector and higher education, civil rights issues (including the ramifications of the Patriot Act), mass transit and aviation, weapons of mass destruction, foreign policy and future challenges. Although intended for law enforcement professionals, investigators, attorneys and policy makers, this may also prove useful to the voting public.
