This book examines experience with the implementation of the sixty-seven projects in the portfolio of the International Development Association (IDA) during fiscal 1988-90, the IDA-8 period, that were directly aimed at benefiting the poor. Chapter 1 defines development impact and discusses conceptual issues in monitoring it. The outcome of a project is influenced heavily by the way in which the project is implemented, and Chapter 2 turns to this issue, reviewing the relevant academic literature and the Bank's reports on implementation. Chapter 3, after a general survey of the projects for the poor, discusses the development impact of the projects and then examines implementation problems which may have impeded or delayed the projects or prevented them from having the intended effect. Finally, possible procedural changes to improve project implementation are examined.Synopsis
