Davis L. Ford, Ph.D., P.E., (Austin, TX) is president

of Davis L. Ford Associates, an environmental consulting

firm.

Andrew J. Englande, Jr., Ph.D., P.E., is a professor in the Department of Environmental

Health Sciences at the Tulane University School of Public

Health and Tropical Medicine.
