Overview

This timely and much needed study focuses on the key doctrines, plans and policies which are at the center of controversy about Western deterrence and defense. Doctrinal deficiencies in particular are investigated, and close attention is paid to the doctrines concerning expanding and contracting a war while it is in progress. Many of these ideas about escalation and escalation control have been absorbed into NATO policies and strategies, and this study examines them in terms of their logical consistency and their implications for policy and strategy.
