About the Author, Colin S. Gray

Colin S. Gray is President of the National Institute for Public Policy in Fairfax, Virginia. He is the author of several books, among them American Military Space Policy (UPA, 1983), Strategic Studies and Public Policy: The American Experience (1982), and Strategic Studies: A Critical Assessment (1982). His articles have appeared in such journals as Foreign Affairs, Foreign Policy, Orbis and many others.
