MICHAEL T. NOBLE is Director of Consulting Services for Liberty International Risk Services in Boston. With over two decades in environmental health and safety risk management, he has taught at Southern Illinois University, California State University, and the University of California, and has developed course and technical materials for such clients as the Department of Labor (OSHA) and the Naval Shipyards.
