The main objective of this options paper on poverty reduction is to review the specific actions which municipalities and city government may take in contributing to urban poverty reduction. The paper highlights examples of issues, options, and constraints which urban governments have to address in grappling with poverty and focuses on municipalities and other city-level government entities as a critical institutional level of intervention. The paper highlights several key issues and characteristics of urban poverty, in particular the inherent constraints often associated with the urban poor's access to urban services delivery systems. The paper also proposes generic roles for municipal governments based on case studies. The range of options presents a broad menu from which the different global experiences may be applied.Synopsis
