The author uses demographic-based data to provide a state- by-state portrait of the access to higher education in the U.S., and an economic analysis of the likely trends in the near future. He then discusses possible state policies for increasing access in light of the analysis. Much of the data upon which the analysis is based is included in a series of appendixes.
