About the Author

Merilee S. Grindle is in the John F. Kennedy School of Government at Harvard University. Her previous books include State and Countryside.

John W. Thomas is Institute Fellow at the Harvard Institute for International Development. He has written and consulted extensively on issues in development and is a lecturer in public policy at the Kennedy School of Government.
