Library Journal

Hewett ( Energy, Economics, and Foreign Policy in the Soviet Union , Brookings, 1984) relies on myriad Russian sources and Western estimates to craft a detailed, scholarly guide analyzing Soviet economic reforms. Three-fourths of the well-organized text offers essential backgroundstrengths and weaknesses of Soviet economic performance, descriptions of the formal and de facto economic systems, and analyses of post-Stalin reforms. The remaining 100 pages examine Gorbachev's already implemented economic policy changes and what is known of his long-range, comprehensive, radical reforms. Hewett is strong on methodology and analytical framework, but brief on predictions. Required for all academic libraries and current Soviet collections. James R. Kuhlman, Univ. of Georgia Lib., Athens
