Overview
The conflicts that have broken out in Southeastern Europe following the collapse of the Soviet Union have made international headlines and led to interventions by both local and more far-flung powers. The 15 contributions gathered by Schnabel (peace and governance, United Nations U., Japan) collectively argue that the small nations of Southeastern Europe can and should work together to establish a workable security cooperation regime. The papers are organized into sections that detail threats to security, including environmental degradation, ethnic rivalries, the temptation of regional powers to meddle, and religious and media incitement; explore the role of the United Nations and the Organization for Security and Cooperation in Europe; and case studies of the use of "safe areas," the use of force to resolve conflicts, AmericΓ s controversial "train and equip" program in Bosnia, the Georgian-Abkhazian peace process; and the recent Kosovo conflict.
