Overview

Basing his work on the idea that "terrorism law" is a new body of law emerging to deal with the legal issues associated with terrorism, Addicott (law, St. Mary's U. School of Law) surveys the legal and policy implications that face the United States "with the special emphasis on the importance of developing capable military forces on the one hand and promoting democracy as a long-term solution to terrorism avoidance on the other." He offers chapters on assassination, interrogation techniques, civil liberties, the "Bush doctrine" of preventive war, and the role of the military and army special forces in promoting human rights. While ostensibly backing the rule of law, Addicott tends to give quite soft treatment to the arguments of Bush administration lawyers while avoiding the strongest argument of critics. This is particularly evident in his discussion of the invasion of Iraq and his exploration of the "targeted killing" of terrorists and in the fact that the "Israeli view" is frequently given prominence over the views of much of the rest of the world.
