The Supreme Court decision that property owners may be entitled to compensation for government regulations that deprive them of reasonable use of their property has thrown the land-use field into a state of turmoil. About the Author, David Listokin

David Listokin is professor and co-director of the Center for Urban Policy Research at Rutgers University. He is a leading authority on community and fiscal impact analysis, housing policy, land-use regulation, and historic preservation. In addition he has served as a principal investigator for numerous organizations, such as the US Department of Housing and Urban Development, the Department of State, and the Fannie Mae Foundation.

Carole Walker, former assistant director of the Center for Urban Policy Research, is the author or co-author of numerous research reports, scholarly articles, three model land-use ordinances for the state of New Jersey, and Neighborhood Choices: Section 8 Housing Vouchers and Residential Mobility.
