Marshall, President Carter's Secretary of Labor and an industrial relations authority, contends that the American economy has been weakened by poor economic policies and inefficient management systems. He argues that these flaws arise from failure to take into account workers' concerns (the ``unheard voices''). National economic decisions now being made mostly by conservative economists and financial experts would be improved by organized labor's participation.
