After examining the failure of the earlier, typically idealistic Africa unity project, David Francis shows how peace and security challenges - the HIV/AIDS pandemic, traumas of the global political economy, the depletion of environmental resources - have created the imperative for change. He argues that a series of regional peace and security systems are emerging, and that states that have participated in practical experiments in regional peacekeeping, peace support operations, conflict stabilisation/management, and preventive diplomacy, for example in southern, western and the Horn of Africa, are building de facto systems of peace and security that could be institutionalised and extended.Book Details
