Although the title may appear oxymoronic, Steiner's study is a serious consideration of the extent to which political decision making is driven by power or morality. He argues that the absence of power motives proves the existence of moral motives, proving his point by examining 107 political decisions on gender equality, environmental issues, and regional construction projects in Switzerland. Even if one doubts the thesis's universal application, the volume provides interesting insights into Swiss decision making, politics, and cultural history. Lacks a bibliography. Annotation c.
