Tim Quinn, a Washington DC lawyer on the move, was flattered to be recommended by his friend Harry Winston to a vacancy on the bench caused by the unsavory death of one of the judges. He was also surprised to see how easy his nomination and confirmation turned out to be once Harry had given his approval and pulled more than a few strings.
Now Tim feels he has the chance to make a difference, and perhaps clear a path for an eventual trip to the highest court in the land.
But Tim soon realizes that Chief Judge Winston's influence and favors come at a price-not just undue influence from the Executive branch, but partiality towards private concerns as well, including a certain attorney whose cases often come before their bench..
Winston expects his favors to be repaid in kind, by following his judicial lead and assuring a consistent majority ruling in matters as he sees fit... and he is not afraid to bring pressure to bear, financial or otherwise.
Troubled Tim contacts a former paramour, now a Federal prosecutor, to help him unravel the unseemly entanglements that occur behind the bench. But in doing so, risks his own status as a judge, his good name, and perhaps even the lives of him and his family-it is sometimes deadly to disagree when The Majority Rules.

A West Point graduate and Vietnam vet trades his lucrative career as a Washington lawyer for a federal judgeship, immediately discovering deep judicial corruption-in a first outing by a West Point graduate, Vietnam vet, successful lawyer and federal judge. New thriller writer but veteran legal hand (Nixon White House lawyer, Reagan judge) Sullivan writes in that lucrative, nuance-be-damned Tom Clancy prose so perfectly suited to straight-arrow Irish-American can-do guys taking on the rats of this world. Here, he sends hero Tim Quinn onto the federal bench through the intercession of a chum, Washington, DC, chief appellate judge Harold Winston. The slot opened when the closeted gay previous holder of Quinn's new seat was throttled by a rentboy who was himself done in by mysterious operatives who set the whole sordid gay murder up. Rich enough not to care about the reduction in salary, Quinn just wants to dispense good justice. It's disturbing, then, that Chief Judge Winston, in the pitch to Tim to join his court, hints at his improperly close relations with the White House, suggesting that favors he has done for the president make his-Winston's-choice a shoo-in. Does Tim have any skeletons in his squared-away closet? A wee one, a one-night fling with old flame Vicky Hauser, now a federal prosecutor. Pshaw. Not a problem for Judge Winston, who calls in chits to keep a bluenosed senator from asking personal questions at the nominating interview. Quinn barely gets a day to enjoy his new judge's outfit before twigging to Winston's history of throwing cases for the benefit of creepy trial attorney Leo Draco, a discovery backed by notes hidden in Quinn's desk by his murdered predecessor.
