Synopsis

According to Senator Daniel Patrick Moynihan, keeping secrets from the American public -- and each other -- has become standard operating procedure for government departments and agencies. The effect it has on the efficient running of government, and on the republic in general, is disastrous. Secrecy is his examination of the issue, concluding with the idea that broader analysis of information will do more for national security than the hording of secrets.

Richard Perle

[Moynihan] knows well from his own experience. . .how secrets can function as a source of power for the bureaucrats who possess themand how.. .they are often hoarded when they should be disseminatedor traded like currency whenthey should be freely shared. —Commentary
