What should military warriors do in peacetime? Such was the theme of an international conference at the Inter-American Defense College in 1992 which brought together diplomats, military officials and distinguished academics to discuss the purpose of military institutions in Latin America in the new world order. The most important message of this book is that the order has by no means eliminated the need for armed forces.

Synopsis

These papers are from the international conference held at the Inter-American Defense College in 1992, on the question of what military warriors should do in peacetime. The intent of the meeting was to provide insights to US policy-makers in a period of geopolitical transition, and covered a range of military affairs and security relations: the roles and mission of militaries; military profesionalism; civil-military relations in democracy; how to deal with terrorism and insurgency; the pros and cons of the drug war; Central America; human rights; and the response of Washington to the radically changed policy agenda.
